"frame skip" for drawing vectors

Hello optimize ML members =)

The only seriously slow part of KDE for me on any computer is the speed the 
vectors are drawed when selecting and dragging multiple icons on a kdesktop 
(and within Konqueror etc.): Those vectors seem to be drawn without any kind 
of "frame skip" which make them look lagging behind even on the fast Athlon 
2000+ I'm using right now. On my own computer, an AMD K6-2 300mHz this 
slowness is fatal since wherever one drags a larger amount of vectors it 
takes quite some time until the vectors finished following the mouse movement 
redering the related application (Kdesktop, Konqueror etc.) unuseable until 
then. On the very same machine I don't have any problems moving and resizing 
windows with content since in this case something like "frame skip" had been 
included.
