[Kde-nonlinux] Missing /usr/local/bin/chiasmus file

While trying to handle the security certificates on my FreeBSD 5.4
system, I received this error message:

Missing /usr/local/bin/chiasmus

It is either missing or has the wrong permissions.

That file does not exist on my system, nor can I locate when to fetch it
from so that I might install it. I have KDE 3.5.0 installed.
