KDE is now at 3.2.3, and there have been significant changes to 
konqueror and khtml since 3.1.3. That's one major version, and several 
subrevisions old.

Seriously, reporting rendering bugs against 3.1.3 is pretty pointless 
these days, and you really should upgrade.
