[Kde-nonlinux] KDE 3.3 Configure Problems

I am just starting to build KDE 3.3 on Openbsd 3.4.
I get the following error message when I run the arts 1.3.0 configure:

There is an installation error in jpeg support. You seem to have only one
of either the headers _or_ the libraries installed. You may need to either
provide correct --with-extra-... options, or the development package of
libjpeg6b. You can get a source package of libjpeg from http://www.ijg.org/
Disabling JPEG support.

configure: error: Qt (>= Qt 3.3) (library qt-mt) not found. Please check your installation!
For more details about this problem, look at the end of config.log.
Make sure that you have compiled Qt with thread support!

I have just reconfigured, made and installed the mt version of Qt 3.3 3.

Where is arts configure expecting to find Qt and jpeg support?
