Fix passwordless open vpn

I've tried to use openvpn on Kubuntu 9.10. My configuration uses X.509
certificates without any password, and that result in the following
complaint from NetworkManager's OpenVPN plugin:

	Nov 17 14:09:06 wind NetworkManager: <WARN>  nm_vpn_connection_connect_cb(): VPN connection 'XXX' failed to connect: 'No VPN secrets!'.

Here's the patch fixing it. OK to commit?
