new pgst maintainer

It would appear I misinterpreted Ian's most recent bug comment [1] as him
wanting to step up as maintainer and help in handling bugs for phonon
gstreamer.

According to him that was not the case. Sorry for getting everyone's hopes
up.

At any rate I'd like to point out that consequently phonon gstreamer is
without maintainer as I did not sign up for getting prickyness slapped in
my face, so if anyone wants to take over please speak up.
