No reporting changed volume outside of amarok either.

This might be specific to the gstreamer backend. At least I'm getting
volumeChanged signals with the VLC backend.

running amarok with PHONON_PULSEAUDIO_DEBUG=99 produces lines like this:
"PulseSupport(2): Attempting to set volume to 0.25 for Output Stream
{2199e79b-0fbb-4368-99dd-1333e4788125}"

dragon worked, but not on the first try.
