[PATCH] global shortcuts for kscd

Hi,

I have been working on a patch which adds global shortcuts to kscd.
The patch is attached.

There is one problem though, which I was not able to solve and for which I 
need assistance who is more familiar with shortcuts, actions, 
actionscollections etc than I am.
The problem is, that the shortcuts are not listed in the "Configure Global 
Shortcuts..." dialog. This dialog is simply empty.

I also thought it is sufficient if we have global shortcuts for 
- Play/Pause
- Next
- Previous
- Stop
- Shuffle
- Increase Volume
- Decrease Volume

The (configurable) global shortcuts are the shortcuts as before but a 
combination with the WIN key.

Please review the patch and I would appreciate some hints why the dialog is 
empty.
