arts effect as noatun plugin

I'm working on a noatun plugin that provides an arts effect for noatun's 
effects stack. Are you saying it's not possible to dynamically load an arts 
effect after arts is running?

Does this mean I have to add my effect to the libartseffects in noatun cvs so 
noatun can link against the library?
