There's a program called normalize (http://www1.cs.columbia.edu/~cvaill/normalize/), which comes with an effects plugin for xmms called xmms-rva.  normalize crunches mp3s and determines an RVA (Relative Volume Adjustment) which is added as a standardized tag to the mp3 file.

Though dated, this is probably the best way to handle normalization 

amaroK should honor RVA tags.
