I can reproduce this although I know I once had an exception in the code preventing docking to the root widget. Let's see if I can create a new workaround :)
The desired behaviour is not docking to the following special windows (i.e. either remain at the old position or docket to the last window it was docked to):
- root window
- panels like kicker
- fullscreen windows, common for video playback
