There is no internal buffering in arts and the decoder is the official libvorbis library that all other players also use.

The only thing that can go wrong here that doesn't go wrong with ogg123 is misinformation. Artsd relies on correct informations from ALSA, this is why I ask you to put more parameters on artsd until the problem goes away. We can then find out if artsd is misreading the information or ALSA is misinforming.
