Known problem with dmix. It thinks it can resample and accepts artsd's offer of 44100Hz. In truth dmix's resampling is really horrible. Just force artsd to use the same resampling rate as dmix(48000Hz). 
If you know where to do it, please file the bug against ALSA/dmix.
