A way to indicate inter-plugin dependencies
A way for plugins to query and use other plugins

What else is needed to give a UI plugin more control over how and where 
playlists are displayed etc? Prolly a suitable app interface that's all.

This might want some addition to UI interfaces but it might be cool.
