Started a big rewrite/reordering.

Moving almost all features into libartscontrolsupport.

Using this features for the traditional artscontrol and for a new artscontrolapplet and possibly for KRec and such things...

The applet greatly shows what has to be done in the Levelmeter ;-)

I didn't move the freeverbview to the new lib since I hope a StereoEffectStack with Gui gets available before kde3.2.

Hope I did set the copyrights right.
