cannot compile arts from CVS

Hi,

I cannot compile arts from CVS. Neither HEAD nor ARTS_1_1_BRANCH works.
I always get:

$make -f Makefile.cvs

This Makefile is only for the CVS repository
This will be deleted before making the distribution

automake (GNU automake) 1.5

autoconf version:
autoconf (GNU Autoconf) 2.57

What versions of these tools are supposed to work then?
