xine aRts plugin update for KDE_3_1_BRANCH

Hi,

The KDE_3_1_BRANCH now supports the new xine 1.0.0 API as well as xine 0.9.x. 
Hopefully this fixes all compile problems. Video thumbnails are still 
disabled, but I'll try to implement them using the  new xine video processing 
API  as soon as possible.

There are some changes to configure.in.in to check for both versions of xine, 
which requires running 'make -f Makefile.cvs' to regenerate 'configure'.
