I have checked the setting; restarted KDE (a relogin). I indeed have 
artswrapper suid root.
I see this:
	/usr/local/kde/bin/artsd -F 16 -S 4096 -s 60 -m artsmessage -l 3 -f
Bur RPRI is '0' (thanx for KPM :)

Normal Linux kernel 2.4.18...

Are you sure that the code tries to set it ?
