aRts versioning (and tarball versioning)

Hello,
I'm packaging 3.1-alpha1 for Gentoo. The arts tarball is named
arts-3.0.6.tar.bz2, but contains arts-1.0.0. I need to choose one of these 2
versions for my ebuild's version (ebuild == Gentoo port-like package
definition). I'd choose the real version number (1.1.0) because that's how
kde 3.0.x arts ebuild were numbered, but I want to make sure this number will
change for every 3.1 prerelease (and not just the number in the tarball's
name).
What will the future versions of arts (the package and the tarball) be? I.e.
for alpha2, beta*, ..., kde 3.1-final. Also, why are there two version
numbers in the first place?
