xine_artsplugin entry for bugs.kde.org

I added an entry to bugs.kde.org for xine_artsplugin (see 
bugs/Maintainers.xml in cvs).  I set it to mail all bugs to 
kde-multimedia at kde.org.

As soon as my copy of arts from cvs update -D "Jun 10" and xine_artsplugin 
from the same date finish compiling, I'll know whether I get to file the 
first report. :-)
