STEPS TO REPRODUCE
1. Put a jpg in the ImageOverlays folder (in my case 1000x668 px)
2.

OBSERVED RESULT
In the Image Overlays dialog no image appears.
I tried to change the prefix .jpg to .jpeg to no avail
