About the meta-api, someone will have to step up. I don't have the motivation. For now - Baloo still compiles its libaries on other platforms, but they will not provide any useful data.
Regarding PIM, the Baloo parts of PIM were split out. They are in a separate repository called akonadi-search. Your patch should still be applicable over there - https://paste.kde.org/p22is7qpn Maybe someone could test it out?
