First of all, the error you're seeing, while unpleasant, doesn't actually stop 
you from using Konqueror, since it only affects the introduction page. Just 
enter the address you want to visit in the address bar and press "enter".

What you're experiencing should only happen if your default web engine in 
Konqueror is not WebEngine. To check this, open the Konqueror configuration 
dialog (Settings menu -> Configure Konqueror) and check the "Default web 
browser engine" field. If it is set to WebKit or KHTML, select WebEngine. 
Unfortuntately, this means that you won't be able to use a different web engine 
and, at the same time, see the introduction page (this issue has been fixed in 
a more recent version of Konqueror).

If you don't see WebEngine among the alternatives for the "Default web browser 
engine", then you should check whether your distribution provides a 
webenginepart package. In that case, install it and proceed as described 
above. In this case (assuming you installed Konqueror using your distribution 
package system), I suggest you to file a bug report for UbuntuMATE, as 
webenginepart is required by Konqueror (it actually is a part of Konqueror) 
and you shouldn't be able to install Konqueror without it.
