[kde-linux] Eliminating popups from bottom bar.

Sometimes when working near the bottom bar I get an unwanted popup from
some item that happens to be near at hand to the pointer. Is there a
way to shut off this behavior? If I click on an obejct on the bottom
bar I welcome a pupup but if i just happen to maneuver near it I don't
want it.
