i understand your problem, and my reply is how i have setups in;
fedora core 3, fedora core 8, fedora 10
mandrake 2007, mandrake 2008, scientific linux 5.2
in all 6 of above, inside konqueror, when i open a file with kwrite, it
works. i use kwrite for text, html, xml files, with out any write problems.
i can also use <f4> to open a terminal, as root, and run any operations
as root.

if only in kubuntu, then i would check to see what is happening/configed
to keep you from running kwrite and being able to save written files.
it does sound more like a kubuntu problem than a kde problem.
