Exactly.  Qt-4 is even GPL on MSWindows, one of the reasons KDE is able 
to expand to that platform, now (tho AFAIK it's not the whole thing, just 
certain apps, and they're well behind kde4 on Linux, so it'll be some 
years yet before they get stable/usable, considering we're looking at a 
year yet before kde4 on Linux is /really/ stable/usable, despite the 
claims).
