Right-click on the desktop and choose unlock widgets if you need to (they 
may be already unlocked).

Right click again and choose add widgets.  Find folder view in the 
resulting list, and drag it to the desktop.  Close the Add Widgets dialog.

Now, hover over the new folder view widget, and you'll see a toolbar 
popup on the side.  The top, rectangular icon lets you resize.  The 
second circle-arrow icon lets you spin the widget -- you can turn it 
sideways or upside-down or to an odd angle, if you wish.  The bottom X 
icon closes/deletes the widget (you can of course add it again if 
desired).  The wrench icon lets you configure the widget, and clicking in 
the space between the wrench and the X lets you move the widget around.

After you've adjusted the size and location to your liking, click on the 
wrench/configure icon.  You can configure various options in the 
resulting dialog, including which directory/folder the Folder View widget 
displays.

The advantage of the kde4 way is that now you can have multiple 
folderviews on the same desktop -- you're not just limited to one, as 
with kde3.  Similarly, you can have other widgets on the desktop, just as 
on the panels, see below.

When you are done, don't forget to lock widgets again, so you don't 
accidentally delete your new widget or otherwise change it in undesired 
ways.  In kde4, the desktop and the panels work together.  Thus, locking 
and unlocking works for all panels and your desktop together.  
Additionally, with it unlocked of course, you can drag widgets between 
the desktop and your panels, etc.  Any widget on the desktop can be moved 
to a panel, any on a panel can be moved to the desktop, altho they often 
behave a bit differently on the desktop than on a panel.

When you eventually update to KDE 4.3, probably when you upgrade Kubuntu, 
you'll have some new options to play with as well, including the ability 
to set your whole desktop to a single folder view, much like it was in 
kde3, if you you prefer.
