[kde-linux] How to keep KDE Desktop in Background

I am a Linux/KDE End user. I need help. I have 2 Questions:

1) How to keep Desktop in the Background and not cover other windows
2) How to resize windows by corner or side edge instead of upper Right
sizing icon

I have KDE 3.3.2-3.2 Red Hat

I run KDE in a VNC session
I start it with with startkde.

1)  How to keep Desktop in the Background and not cover other windows

When I start KDE are 3 windows

-KDE Desktop ( Toolbar)  File New Bookmark Desktop Windows Help
-KDE Desktop The actual Desktop which I have a saved background
-KDE Kicker    Toolbar that has the Redhat Applications

I usually open applications like Konsole.

If I am not careful I can click on the KDE Desktop bar and this hides all
my open application windows.

At this point it is Extremely difficult to get the Application windows back
in to the ForeGround and the actual Desktop in the background.

I cannot find the setting to tell the Desktop to stay in the background and
not cover the other windows.

How can I do this?

On another system I have KDE 3.31-3.14 Redhat

I can easily control window size by pulling the corner or side.

Can I change the settings to respond this way?

If the answer to both of these issues is to upgrade from KDE 3.2 to 3.31 is
there a pointer to step by step instructions on this?
