[kde-linux] Smal panel occuring on the desktop was closed...gone?

If it was really part of the default set-up, then create a new user and log 
in to that user. The mystery applet should be present and you should be able 
to give a more detailed description of what it looks like and what it does. 
Someone may then be able to tell you how to restore it in your own account.

KDE3.3 is pretty old. What distro/version are you using?
