You should be able to do this with DCOP. e.g. from the shell:
$ dcop kdesktop KDesktopIface switchDesktops 1
You can also call this from any programming language with DCOP bindings (e.g. 
C++, Ruby, Python, ...).

Most KDE programs have extensive DCOP interfaces, which you can browse with 
kdcop.
