[kde-linux] Transparency and "Neffscape"

Neffscape isn't a 3D effect... is a GTK effect for GNOME, my question
is about to do that with QT and KDE. Neffscape isn't a normal
trasparency, is like Vista, the application panel have a background
AND has semi-trasparency. Do you understand?
