[kde-linux] How to leave Ctrl-keys working when switching to Israeli keyboard layout ?

to me it seems like the C is no C anymore.
when you switch to israeli/hebrew layout, the key "C" gets another
alphabetical symbol, so you're system understands what you're writing in
your new layout.
that maybe the reason Ctrl-C doesn't work anymore

so what about setting alternative key-combinations for cut/copy/paste.
one for israeli layout and one for ascii or whatever you use otherwise.
