The monitor loses signal from the video card during reboot, so it will
always go blank during reboot.

All modern monitors go blank after some time of inactivity.  Get some
old monitors, before they went "Green," or get some piece of software
that will do a video refresh periodically, similar to a communications
connection "keep alive."  Maybe someone else on the list can suggest
such a utility program.
