It's called a tooltip. The only way for you to be able to change the tooltip 
color is if the Style you are using has an option for it (KControl -> 
Appearance & Themes -> Style -> Configure button). The only style that I know 
of that allows this is Domino. Plastik and Polyester don't have this option.
