If you do not have KDE at all, then install the package 'kubuntu-desktop'. You 
can do this from the package manager GUI, or from the command line:
$ sudo aptitude update
$ sudo aptiiude install kubuntu-desktop

If you have an old version of Kubuntu (the latest is 7.04, 'Feisty Fawn'), 
then follow the instructions at 
http://kubuntu.org/announcements/7.04-release.php to upgrade.

If you already have Feisty but want KDE 3.5.7, then read the instructions at 
http://kubuntu.org/announcements/kde-357.php.
