You can check if you time zone is ok with this command:
   zdump -v /etc/localtime
this file gets updated when you set your timezone with KDE

Note that all this time zone setting get's really important if you run 
NTP to keep your clock correct. What happens then is that your time will 
get reajusted to the wrong time zone.

You can check /etc/sysconfig/clock to discover if your machine's clock 
is UTC. For windows compatibility you should have:
   UTC=false
That is the result of that obscure question KDE asks sometimes.
