The configuration is quite likely saved to a file named kdeveloprc located 
in .kde/share/config

If you do not have other important changes, you could try renaming it

The kde-devel mailinglist subscribtion is identical to the one for this list.

kde-devel is a live list, usually tens of postings a day. Additionally 
developers are often available in KDE related IRC channels.
