No, it isn't. This is knee-jerking since aRTs is no longer used for KDE _4_. 
As I said, try to move / delete the knotifyrc files in ~/.kde/share/config, 
this is an issue I've seen for a little while now where knotifyrc is 
incorrectly written causing artsd to have issues with playing sound events.
