[kde-linux] Lost shutdown and restart button from user kde session

Sorry I did not make myself clear. That has gone from kmenu (unless I log on
as root).

Clearly something odd has happened to kde. It dates from yesterday when I
tried killing some processes as root.
What would really help is information of where to find the relevant entries
in config files. The graphical methods for sorting this out are not working.
