[kde-linux] Qt error compiling KDE 3.5.1 using konstruct

I have downloaded the konstruct kit fro mthe KDE website to build the KDE
3.5.1 tools.  I am running Red Hat Enterprise Linux Release 4.  When I
start the compile , I get the following error:

$ cd konstruct
$ cd meta
$ make all
........
checking for Qt... configure: error: Qt (>= Qt 3.3 and < 4.0) (headers and
libraries) not found. Please check your installation!
For more details about this problem, look at the end of config.log.

Now, when I check the RPMs .....

qt-devel-3.3.3-9.3
qt-designer-3.3.3-9.3
PyQt-3.13-1
qt-3.3.3-9.3

What am I missing?
