I had (and still have) that set too and still all placement is free-form. I 
also tried the other poster's idea of Align to Vertical and all that did 
was make a mess that I had to clean up - the icons didn't respect the 
width of their titles and overlapped each other.

This must be a regression (I'm sure it worked before) - should I file a bug 
report?
