[kde-linux] KDE Clock Applet Shows Wrong Time

I do not have the timeconfig program, nor could I find
it anywhere. I tried continuing on without it and
using ntp regardless, however that did not work as
when I rebooted to windows and back to linux the time
was back to being wrong. This is bewildering because
it never happened when I double booted before 2005.
