[kde-linux] prefix in Kubuntu

Did you build aRts from source? -- apparently not because you would have
had to choose a PREFIX for it as well.  If not, you need the "arts-dev"
package.

Then if you didn't build KDELibs and KDEBase from source, you need the 
"dev" packages for them as well.
