[kde-linux] hdr and rpm files

Good Day!

I'm a new user of Linux and I'm currently using RedHat
9.

I would like to ask on how to use or unpack .hdr
files, for example
kdegames-devel-6-3.4.1-1.0.rh90.kde.i386.hdr.

Are .hdr files to be installed? Are they automatically
unpacked to their own directory? Which should I
install first, rpm's or hdr's?

Also, in unpacking rpm's, I wonder why if I use rpm
-Ubh file.rpm, it won't work.
