[Kde-kiosk] prevent from kicker menu configuration

Hi 
I will disable the menu "Panel Menu" and "Menu Editor" in the kicker RMB
menu. I have tired in kdeglobals with:
[KDE Control Module Restrictions][$i]
kde-panel.desktop=false

it works in kcontrol but not in the context menu of the rmb on
kicker.... and i will not disable the rmb on the kicker becouse it is
not flexible enough:
[KDE Action Restrictions][$i]
action/kicker_rmb=false

any ideas?
