[Kde-kiosk] NLD9 locale setting

Ok I've created several new profiles on NLD9 SP3, and each time when I
look at the locale default seating in kdeglobals, I see:

[Locale]
Country=en
Language=en:US

Should I open ticket with KDE or Novell ticket system?
