Is the user of the second profile member of one group or both groups?

Did you only set the default settings in the profile or did you also lock it 
down? A non-locked down profile can be overridden by the user's own home 
directory for example.

Is the K menu the only problem or does the profile have more issues? There are 
a couple of distributions that patch KDE for custom K menu behaviour that 
breaks with Kiosk, not sure if Debian is amongst those.
