[Kde-kiosk] bypassing kpersonalizer

KDE continues to amaze me.  I'm coming 99% from an end-user's point of view
since I don't know Qt, KDE libs or even C++, but this kind of capability
(the exposure that it sounds like 'kreadconfig' gives you [1]) is so cool
and can be so useful sometimes.  (I also enjoy kdialog and dcop,
and, obviously, the kiosk framework [2] :^) )

[1] I'm stuck behind WinXP at work right now, so I haveen't gotten to
    play with it myself yet.

[2] Sadly, I haven't had the opportunity to set up any kiosks lately,
    either.
