What exactly do you mean? You create users the same way that you create normal 
unix users, they are no different.

And if you mean how to assign a profile to a user, you can best do this 
through kiosktool. Even if you have manually configured settings outside 
kiosktool there is basically no reason to not use kiosktool for profile 
assignment, unless you want to script stuff.
