Hi,
Please use the kde-kiosk at kde.org mailinglist for questions.
Do your have a file Profile1/share/config/kickerrc ?
Maybe your user already had a ~/.kde/share/config/kickerrc file himself? If
the panel hasn't been locked down, the user will continue to use its own
(pre-existing) panel settings. Does it help if you delete the
~/.kde/share/config/kickerrc file of the user?
